Do you need to establish a company to develop a franchise chain?
This question needs to be discussed from two perspectives:

1. Trademarks

If you are referring to the brand name, both individuals (natural persons) and companies or sole proprietorships can apply for exclusive trademark rights.
As long as you want to protect the brand name you came up with, your original mascot, your sticker name, your channel name, your product name, or your business model service name, you can apply for a trademark any day.

2. Company or Business Registration

If you are referring to setting up a company or business,
according to the "Guidelines for the Use of Uniform Invoices by Special Business Operators as Determined by the Tax Authorities,"
as long as you operate a business supplying to mass consumers, such as soy milk shops, ice dessert shops, sweet shops, noodle houses, buffets, pork chop rice shops, bento shops, or lunchbox suppliers,
and you meet the following criteria:

• Your average monthly sales reach NT$200,000,
  and you satisfy one of the following conditions, you are required to issue uniform invoices:

(1) Operate through chain or franchise methods.
(2) Manage seating arrangements via electronic systems or use order slips or number tags.
(3) Sell through online platforms.
(4) Issue receipts electronically or through cash registers, or manage accounts electronically.
(5) Based on business operations, reputation, seasonality, or other factors, it is deemed that you are capable of issuing uniform invoices.
